不用這種圖片也可以
用Photoshop打開真人照片和卡通照片，調整此兩張照片的分辯率使它們一樣，用「磁性套索工具
」選擇真人照片的頭部，再用「移動工具」將剛才選擇的頭部移動到卡通照片即可。
如果勾出來的頭像邊緣還有背景部分，可用「背景橡皮擦工具」擦掉。或者使用美圖秀秀進行摳圖

如果你說的是自己做一個動漫
那麼PS和其他常規性軟體都是不可以的（美圖秀秀、光影魔術手等等）
如果是對動漫圖片簡單的做一下更改（加文字，加特效等）
那麼PS肯定是可以的
在手機中用的是photoshop touch
其他的手機APP，我認為是Pixlr-Express圖片編輯軟體排名靠前
